Inclusive and Meaningful Participation

In order to realize the benefits of a more participative approach to policy making you need to redesign the way the government involves the public. It's unrealistic to expect each institution to develop the platforms, the talent and the approach to successful and meaningful public engagement that gather both qualitative and quantitative data in a scalable fashion but to also have all the necessary expertise to design, deliver, interpret the data to feed into internal policy making mechanisms.

It would be much more realistic to create this as a service that can be consumed horizontally across the Government of Canada (GC). A team that specializes in helping various policy making teams across the GC tap into this novel and transformative approach while also limiting the total cost of such a function while also raising the overall quality of their output.
